Neighborhood layout (urban zone development scheme / layout)

Objects: Specific urban zones: residential, public, industrial, recreation, commercial ones proposed for development. Neighborhood layout can be prepared as for greenfield areas so for existing complicated zones like city center or separate district.
Legal base: Urban planning Code of the Russian Federation, article 42
Scope of the project: Neighborhood layout allows determining exact borders of the development areas and forms a basic framework for civil engineering design, and architectural design on further steps of land development. Neighborhood layout includes feasibility study, general spatial development proposal (in several options), engineering and traffic design. Required utilities and public facilities, as well as environment protection measures are proposed in order to ensure sustainable spatial development.
Neighborhood layout allows improving attractiveness of the land and that of real estate value. Additionally approved layout allows including development zones into the general plan in order to ensure required land permits.
