Scope of the project: General plan should be prepared in accordance with Russian legislation to ensure further development and zoning of land. Project proposals are based on analysis of current land use structure, natural conditions and resources, social and economic aspects, and infrastructure availability. General plan allows synchronizing the land development plans with necessary land permits, connections to utilities, traffic solutions, and environmental restrictions.
Development of land (urban development) in compliance with General plan allows:

  • raising attractiveness of town (settlement) for residents and investors.
  • improving quality of urban environment.
  • avoiding conflicts caused by uncontrolled building.

Neighborhood layout (urban zone development scheme / layout)

Objects: Specific urban zones: residential, public, industrial, recreation, commercial ones proposed for development. Neighborhood layout can be prepared as for greenfield areas so for existing complicated zones like city center or separate district.
Legal base: Urban planning Code of the Russian Federation, article 42
Scope of the project: Neighborhood layout allows determining exact borders of the development areas and forms a basic framework for civil engineering design, and architectural design on further steps of land development. Neighborhood layout includes feasibility study, general spatial development proposal (in several options), engineering and traffic design. Required utilities and public facilities, as well as environment protection measures are proposed in order to ensure sustainable spatial development.
Neighborhood layout allows improving attractiveness of the land and that of real estate value. Additionally approved layout allows including development zones into the general plan in order to ensure required land permits.

Land use and development regulations

Legal base: Urban planning Code of the Russian Federation, article 30
Scope of the project: Land use and development regulations provide municipalities for exactly defined spatial zones. Land use permits, urban planning and development regulations are prescribed for each type of spatial zone in order to ensure sustainable spatial development. The document includes zoning map and the text of land use and development regulations (the draft of local legal act).
According to Russian Law, every municipality is obliged to prepare land use and development regulations. Land use and development regulations ensure the municipality with reliable database and legal foundation for parceling out of land for development and for collection of land tax.
